IE Regionals and State Finals Advancement
For the 2023 season, the Forensic Council has adopted changes to the configuration of IE Regions and advancement to IE State Finals (noted in red) based on the recommendation of the IE Committee.
IE State Finals
> The Class A Tournament will have a base number of 24 contestants in every event (except Multiple which is 12), Class BCD Tournament will have a base of 24 contestants (except Multiple which is 12). The base number may increase based on Regional ties & Special Circumstance bids.
IE Regionals
> The number of students advancing from Regionals to States will be a proportional percentage of contestants registered for Regionals in each event. For example, if there are 36 Storytellers registered across all BCD Regionals statewide and 5 of them are in Region 8BCD (5/36=13.89% rounded up to 14%), then Region 8BCD will advance 3 contestants to States (4 of the 26 slots at States go to pre-bids, 14% of the 22 remaining slots=3.08 rounded down to 3). The minimum number of contestants who advance from each Region is no longer 4, the minimum is 1.
> The registration deadline for ALL Regionals is the same of when the Regional tournament takes place. There is no longer any flexibility for late adds. Drops do not affect the advancement percentage.
Regional assigments are based on the physical location of the individual school, not the district office etc.
> Contestants will have the opportunity to apply for a Pre-Bid to the State Tournament based on their invitational season record. Up to 3 Pre-Bids will be awarded statewide in each class (A & BCD) and in each category based on a formula that weights how a contestant placed at their best 3 tournaments.
> The Pre-Bid system replaces the At-Large process. The only type of At-Large applications that will be considered are Special Circumstances (hospitalization, death in the family, graduation/scholarship obligation, weather).
> Schools may only enter a maximum of 2 contestants in each category. Contestants who receives Pre-Bids counts as 1 of the 2.
